Professional Certification

Dexterity Logistics Ltd. officially implemented AEO certification on June of 2012; passed the inspection from Kaohsiung Customs Administration, Ministry of Finance on November 2012 and qualified as an AEO business. After providing the required information to customs, Dexterity Logistics Ltd. now enjoys the luxury of rapid custom passing and offer competitive rates thanks to international recognition between customs.

The Customs may offer the following preferential measures
for the Taiwan AEO companies:
Import
  1. The lowest documentation examination and goods inspection rate.
  2. The regulations governing summary examination set forth in the Standards of Examination of Imported or Exported Goods may apply to the imported goods selected for random inspection, and priority shall be given to the imported goods selected for random inspection.
  3. Those first cleared for access from custom duty guarantee are required to pay taxes according to total monthly tax sum. However, according to article 18 of custom Act, pre-cleared access from paying tax guarantees do not comply with the total monthly tax sum method.
  4. Authorized Economic Operators which meet all the conditions set forth in Article 3 shall be entitled to applying for an affidavit as the substitute of a guarantee set forth in preceding section.
  5. The Customs may set up a single contact window for handling cases where goods are not released. The single contact window enables Economic Operators to make enquiry and solve problems pertaining to the customs clearance procedures.
  6. Re-imported local goods may apply for release from the Customs with a written affidavit when making declaration and then to be written off against the original export declaration.
  7. The Company may apply for non-intrusive inspection.
  8. Goods with a declared customs value of $100 million NTD may be released without documentation examination and physical inspection.
Export
  1. The lowest documentation examination and goods inspection rate.
  2. The Customs may exempt the goods from being inspected when it is selected for random inspection. Where inspection is not exempted, the goods shall be given priority in scheduling inspection.
  3. The Customs may set up a single contact window for handling cases where goods are not released. The single contact window enables Economic Operators to make enquiry and solve problems pertaining to the customs clearance procedures.
  4. The Company may apply for non-intrusive inspection.
  5. Goods with a declared F.O.B. price of $100 million NTD may be released without documentation examination and physical inspection.


The Customs may offer the following preferential measures
for the international AEO companies:
Taiwan - Singapore

AEO Companies (stated in the list exchanged between the Customs of the two Parties)

  1. For import/export, Taiwan Security and Safety Authorized Economic Operators may apply for the imported/exported freight forwarder (express industry) and warehouse industry (logistics center) on behalf of the person in charge of the import/export.
  2. Singapore STP-Plus companies (The Singapore STP is not classified for industry.)

The Customs of one of the two parties offer preferential measures to the AEO companies of the other party.

  1. The reduced documentation examination and goods inspection rate for imported/exported goods.
  2. For the Customs is selected for random inspection, the imported/exported goods shall be given priority in scheduling inspection.

Taiwan - South Korea

AEO Companies

  1. Taiwan Security and Safety Authorized Economic Operators for Export.
  2. South Korea AEO companies for export.

The Customs of one of the two parties offer the following preferential measures to the AEO companies of the other party:

  1. The reduced goods inspection rate.
  2. For the Customs is selected for random inspection, the imported goods shall be given priority in scheduling inspection.

Taiwan – Israel

AEO Companies

  1. Taiwan Security and Safety Authorized Economic Operators for Import/Export.
  2. Israel AEO Companiesfor Import/Export.

The Customs of one of the two parties offer the following preferential measures to the AEO companies of the other party:

  1. The reduced goods inspection rate for imported/exported goods.

Cross-strait AEO mutual authentication pilot practices

Pilot Customs

  1. Taiwan Pilot Customs: Keelung Customs and Kaohsiung Customs of Customs Administration, Ministry of Finance.
  2. China Mainland Pilot Customs: Nanjing, Fuzhou and Xiamen Customs.

Pilot Company

  1. The pilot companies of Taiwan are the Security and Safety Authorized Economic Operators in Taiwan. The goods of these companies exported to the Nanjing, Fuzhou and Xiamen Customs in China Mainland through marine transportation (not limited to the Keelung or Kaohsiung ports) are included in the pilot scope.
  2. The pilot companies of China Mainland are the Senior Authorized Economic Operators in China Mainland. The goods of these companies exported to the Keelung Customs and Kaohsiung Customs of Customs Administration, Ministry of Finance in Taiwan through marine transportation (not limited to the Nanjing, Fuzhou and Xiamen ports) are included in the pilot scope.

The Customs of one of the two parties offer the following preferential measures to the AEO companies of the other party:

  1. The reduced goods documentation examination rate for imported goods.
  2. The reduced goods inspection rate for imported goods.
  3. The imported goods shall be given priority in Customs Clearance.
  4. Customs set the AEO contactors.
  5. High priority during special periods.

Security and Safety Authorized Economic Operator

The system of Authorized Economic Operator is based on the Framework of Standards to secure and facilitate global trade (WCO SAFE) passed by the World Customs Organization (WCO) in 2005 June. The WCO SAFE specifies the minimum basis and the optimum measures of the international secure supply chain to which each WCO member shall be subject. The two core concepts of the system are the Customs-to-Customs network arrangements and the Customs-to-Business partnerships.

Four major operation methods

Coordination of electronic information and advance declaration system for imported, exported and transited goods.

Consistent risk management system for the security threats.

The Customs in the export country shall comply with those in the import country to perform security inspections for exported containers.

The Customs may offer corresponding preference measures for AEO companies in compliance with the secure supply chain.

The AEO is the common security authorization standards based on the four major operation methods. It aims to achieve strict self-control of goods in manufacture, inventory, transportation, customs declaration and other logistics stages. The Customs Administration in Taiwan and other 170 countries around the world have been subject to the WCO SAFE to practice the cross-border movement security of goods based on the Customs-to-Customs network arrangements and Customs-to-Business partnerships without damage to trade convenience in principle. At present, Taiwan has contracted the AEO MRA with the U.S.A., Singapore, Israel and South Korea, and practiced the AEO pilot operations with China Mainland since the end of 2016.
